SABER certification

Products will be classified into high, medium, and low risk categories using different compliance inspection procedures, which will be carried out by recognized institutions.

Saber is a system aimed at promoting a new Saudi product safety program (known as "SALEEM"), which is a comprehensive system that sets regulations, technical requirements, and control measures to ensure the safety of local and imported products. The data registered and stored in Saber includes technical data/test reports used to verify the safety aspects of transported goods, as well as transportation documents such as certificates of origin, commercial invoices, and bills of lading.

The relationship between SABER, SASO, and SALEEM

Saleem and Saber are newly launched upgraded versions based on the existing SASO certification, and are also new certification and accreditation programs that will soon replace SASO certification. The goal of Saleem's product safety plan is to provide customers in the Saudi market with high-quality (local and imported) products, supported by SASO, that are defect free and comply with Saudi standards. Saleem will develop a complete system for rules, systems, procedures, and standards.

From this date onwards, all Saudi importers must register their company information on the Saber platform and obtain certification certificates through the Saber platform. This means that all products exported to Saudi Arabia, including tires, can only undergo product certification on the Saber platform, and certification certificates obtained through other channels are invalid.

Process for obtaining SABER certification

Phase 1: Product CoC Certificate, also known as PC Certificate (Product Certificate Certification)

According to the applicable standards in the technical regulations corresponding to the relevant products, the Saber platform will issue a product conformity certificate (PC certificate) for each regulated product in advance.

1. Importer registers Saber system account (or provides the latest importer business license, which can be registered on behalf of the importer)

2. The importer inputs the PC certificate application information into the Saber system to apply for PC registration

3. Our company selects a certification agency in the Saber system

4. Pay the PC certificate fee

5. Upon receiving the application, contact the exporter to provide certification documents

6. Submit approved documents to Saber system

7. Issue PC certificate, valid for 1 year

Phase 2: Shipment CoC Certificate, also known as SC Certificate (Inspection Certificate)

Every regulated product sent to Saudi Arabia will be evaluated to ensure a genuine and effective PCoC, and an SCoC will be issued.

1. The institution submits a Shipment CoC application to the Saber system;

2. Confirm the validity of the PC certificate;

3. Pay the Ship CoC certification fee;

4. Issue a Shipment CoC certificate, which is only applicable to the imported goods of that batch

1. Importer's Business License (requires accurate CR NO and validity period of the business license)

The role of SABER certification

The purpose is that the online Saber system will become the central online repository for all mandatory Saleem data, in order to better import Saudi Arabia.
